They must be interpreted in terms of the purposes of legal representation and the law itself. The rules of procedure are as follows: partly mandatory and disciplinary, and partly constitutive and descriptive, since they define the professional role of the lawyer. We invite non-Pennsylvania lawyers to join the PBA to use this service. The Committee responds to inquiries from PBA members regarding the impact of the provisions of the Pennsylvania Rules of Professional Conduct on the future conduct of the member.
