A Russian scientist says he plans to produce genetically modified babies, an act that would make him only the second person known to have done so. It would also run counter to the scientific consensus that such experiments should be banned until an international ethical framework has agreed on the circumstances and security measures that would justify them. Conversely, several concerns have been raised about the possibility of creating custom babies, particularly with regard to the inefficiencies currently created by technologies. Bioethicist Ronald Green explained that while technology is “inevitable in our future,” he predicted “serious mistakes and health problems as unknown genetic side effects in `modified` children. The report does not call for a change in UK legislation to allow genetically modified babies, but rather calls for research into the safety and effectiveness of the approach, its societal impact and a broad debate about its effects. At least two groups of scientists in the United States want to study the procedure that originally led to the ban. This procedure, known as mitochondrial replacement therapy, involves creating embryos with the DNA of three different people, resulting in so-called “three-parent babies.” DNA editing also raises the possibility of “tailor-made babies,” in which the genetic code of embryos created by standard IVF is rewritten so that children have traits that parents deem desirable. The Nuffield report does not exclude specific applications of genome editing, but says that to be ethical, all applications must follow the principles of being in the best interests of the child, and not have a negative impact on society. Many countries have comprehensive bans on the treatment of human embryos, but in other cases, the rules are not as clearly defined. Even if this is the case, these rules are rarely legally binding. They found that 29 countries (red above) had a complete legal ban on genetic processing. One of the reasons genetically modified embryos have sparked a huge global debate is that if the modifications are allowed to become babies, they can be passed on to future generations – a far-reaching procedure known as germline alteration. Researchers agree that the technology could one day help eliminate genetic diseases such as sickle cell disease and cystic fibrosis, but many more tests are needed before they can be used to modify people.
